In FY 2017 (payment adjustment effective for discharges from October 1, 2016 to September 30, 2017) the Value-Based Purchasing program includes a total of 21 measures. The measures are represented in four different Domains; Clinical Care (Process and Outcomes), Patient Experience of Care (HCAHPS), Efficiency and Safety. The diagnosis-related groups (DRG) base operating payments increased from 1.75 percent in FY 2016 to 2.00 percent in FY 2017. DRG base operating payments are expected to cap at 2.00 percent.
